PS-3 Identify intended use and consumers

Describe the intended use of the product by the consumer (e.g. ready-to-eat, requires cooking, needs reheating, used as an ingredient). The intended consumers should also be identified, with special attention to vulnerable populations such as infants, the elderly, pregnant individuals, immunocompromised persons, or those with allergies.

Examples of vulnerable groups should drive more conservative critical limits, monitoring frequencies, and labeling controls.
